Although there is a net increase in general funds proposed for UC of about ~$300 M, a significant part of that (~$200 M) is simply moving the responsibility for repaying debt service directly to UC.
If the ballot measure fails to pass, a cut of $200 M is proposed for UC, which will result in a net loss (relative to the terrible 2011-12 budget).

And of course, this is nothing like the $411 M increase outlined in the budget approved by the Regents last November!
